Who We Are
The Mid-State Regional Coordination Council is made up of transportation providers, human services organizations, planning commissions, municipalities and other stakeholders who have an interest in improving community transportation in the region. The Council meets on a quarterly basis with meeting locations alternating between Merrimack and Belknap Counties. Council meetings are open to the public. New members are welcome and encouraged to join.
The role of the Council is:
- To help develop, implement, and provide guidance for the coordination of community transportation services and information within the region so that people can access local and regional transportation services to get to locations within the region and between regions;
- To recommend, guide, and monitor a Regional Mobility Manager, an entity that is responsible for the provision of mobility management services/options and the coordination of community transportation services and information in the region;
- To advise the community, including governmental officials, philanthropic organizations and business and community leaders on the need for funding of mobility management and coordination efforts;
- To seek additional public and private funding sources to support these mobility management and coordination efforts, as well as;
- To advise the State Coordinating Council for Community Transpiration on existing and future policies affecting transportation services.
The Mid-State region includes:
Belknap County: Alton, Barnstead, Belmont, Center Harbor, Gilford, Gilmanton, Laconia, Meredith, New Hampton, Sanbornton and Tilton
Hillsborough County: Deering, Hillsborough and Windsor
Merrimack County: Andover, Allenstown, Boscawen, Bow, Bradford, Canterbury, Chichester, Concord, Danbury, Dunbarton, Epsom, Franklin, Henniker, Hill, Hopkinton, Loudon, Newbury, New London, Northfield, Pembroke, Pittsfield, Salisbury, Sutton, Warner, Webster, and Wilmot.
Our mission is to improve mobility and access for all by coordinating regional and local community transportation services and information.
Our History
The need to provide transportation services to people who do not have access to reliable transportation options due to age, disability, income or other reasons has been identified as an issue in Central New Hampshire for many years. In response to these issues, a Coordinated Transit & Human Services Transportation Plan was developed by the region’s stakeholders in early 2010 with assistance from staff members from the Central New Hampshire Regional Planning Commission (CNHRPC) and the Lakes Region Planning Commission (LRPC).
In addition to the many benefits of coordinated community transportation espoused by the Statewide Coordination Council and other regions, the Mid-State Regional Coordinating Council (Mid-State RCC) MOU sees the coordination process as an opportunity to increase services for its citizenry by building new community transportation services in the region. The Mid-State RCC represents its citizenry’s interest in making connections and have an active ongoing dialogue with multiple neighboring regions, and the SCC in order to explore new community transportation development opportunities. Also important to the Mid-State RCC, is the notion that the “community” in community transportation involve as much of the community as possible instead of focusing on disenfranchised groups only.
Lead Agency Profile
The Community Action Program Belknap-Merrimack Counties, Inc. (CAPBMCI, CAPBM, CAP-BM, BMCAP) is a New Hampshire based 501(c)(3) private, nonprofit organization. The agency was established in 1965 under the provisions of the Equal Opportunity Act of 1964 with the primary mission of working with low-income families, the elderly, and individuals with disabilities to assist them in their efforts to become or remain financially and socially independent. The agency sponsors and manages more than seventy (70) programs designed to meet the needs of children, families, single parents, and the elderly.
CAPBM has served as Region 3’s Lead Agency since 2019, employing the Regional Mobility Manager.

Older adults, low-income, and individuals with disabilities depend on these services to maintain their independence by allowing access to groceries, medical care, banking and social outings. Help support a Volunteer Driver Program in our Region
Volunteer Driver Programs, through the service of their dedicated and screened volunteers, assist non-driving adults maintain their independence by transporting them to medical appointments, grocery shopping and other errands free of charge. Programs such as these are an essential part of any robust state transportation plan and the Mid-State Region is fortunate to have a number of quality organizations in our area that are dedicated to helping folks get where they need to go.

Do you like to drive? Do you have an extra hour or two a week or month and a desire to help folks in your community? Consider becoming a volunteer driver. It is easy-to-do and very rewarding.
Some of these programs are able to offer umbrella insurance and mileage reimbursement. This meaningful volunteer opportunity provides a valuable service to our seniors and the community.

Hailing originally from Massachusetts, Cindy’s upbringing saw her traverse states, spending her formative years in North Carolina and later relocating to Atlanta during her teens. In 1985, she settled in Concord, where she pursued studies in Information Technology and Accounting at NHTI and raised her three children.
Cindy’s journey in the transportation industry began as a coordinator for a local volunteer driver program, where she discovered the value of community transportation and the incredible impact of volunteerism. This experience laid the groundwork for her future endeavors.
In 2019, Cindy embraced a pivotal role as the Regional Mobility Manager for Community Transportation Region 3 – Mid-State at Community Action Program Belknap Merrimack (CAPBM). Here, she took on the responsibility of bridging the gap between individuals and transportation options, striving to match riders with services tailored to their unique needs. Her commitment to enhancing the region’s transportation landscape leads her to seek continual expansion, improvement, and better coordination of services. Cindy’s approach involves fostering partnerships and orchestrating collaborative efforts among transportation providers, planners, and various community stakeholders.
Cindy shares her life with her husband, Keith, and their cherished German Shepherd, Shea. Beyond her professional pursuits, she enjoys exploring Concord’s walking trails with Shea, relaxing with a good book, trying out new recipes and enjoying her family, weaving a tapestry of community dedication and personal fulfillment in her Concord home.
