About Carroll County Regional Coordination Council
The Carroll County Regional Coordination Council, or CCRCC, is a group of transportation and human service providers, municipal officials, businesses, and citizens who seek to develop diverse transportation options to serve the needs of residents of all ages and abilities in the Carroll County region.

The Role of the Carroll County RCC is to:
• Guide the development and coordination of community transportation services and information within the CCRCC area,
• Collaborate with and support regional transportation coordinators and/or mobility managers in the delivery of community transportation services,
• Advise community officials, philanthropic organizations, business leaders, and institutional leaders of the need for a coordinated approach to community transportation services,
• Monitor the implementation of a regional system of coordinated transportation services that provide all citizens access to services within the region and surrounding areas,
• Seek out additional public and private funding sources to support mobility management and transportation coordination efforts,
• Communicate with the State Coordinating Council for Community Transportation (SCC) on existing and future policies affecting community transportation services, and
• Assist in the selection and guidance of a regional Mobility Manager who will be responsible for increasing coordination of services and improving the quality of services available within the region.

PROJECT BIKE TECH at THE CARROLL COUNTY JAIL
In August of 2023 the Carroll County Regional Coordination Council (CCRCC) partnered with Carroll County Adult Education and Carroll County Dept. of Corrections to start Project Bike Tech at the Carroll County Jail. The goal of the project is to give eligible inmates an opportunity to become certified bike technicians.
Project Bike Tech (PBT) started over 15-years ago in Santa Cruz, CA. The curriculum was developed by PBT and industry partners with the goal of teaching students the trade of bicycle mechanics – think auto shop for bikes. Today, PBT’s is classified under the Transportation Sector of Career Technical Education as an Introduction to Systems Diagnostics, Service and Repair. It also incorporates career building skills to help students gain employment whether in the cycling industry or any other field. As a pioneer in their field, PBT now assists others in creating their own version of PBT.
Using funding from the Federal Centers for Disease Control & Prevention COVID 19 Health Disparity Grant our team was able to purchase equipment through Project Bike Tech to build a bike shop in the County Annex, hire and train an instructor. PBT is supported by the Carroll County ReCYCled Bike Co-op which provides used bikes to be serviced by the PBT and then provided to graduates of the program and the community.
Upon completion of the course, Carroll County Adult Education helps students with resume writing and assists with securing employment once released. Students also receive a bike upon release

The Carroll County ReCyCled Bike Co-op
Is a newly formed Bike Co-op that aims to increase transportation options by taking in used bike donations, servicing them through local partnerships and then re-distributing them for free to organizations and individuals in need.

Scott Boisvert- Mobility Manager, Carroll County (Region 2.) I’ve currently held this position within Tri-County CAP for the last year and a half, working to expand and coordinate Transportation services available in Carroll County. Prior to this role, Scott spent 18 years in the Heating Industry where he held a number of positions ranging from Operations to Regional Management.
