Who We Are

The Region 8 Coordinating Council serves 350,000+ New Hampshirites from twenty municipalities within Hillsborough, Rockingham, and Merrimack Counties. The RCC meets in Manchester at Southern NH Planning Commission. These meetings are open to the public and you can attend in-person or virtually.

What We Do

This RCC is charged with the following duties:

  • Help develop, implement, and provide guidance for the coordination of shared ride transportation options within the region so that anyone needing transportation services can get to locations within the region and between regions
  • Guide the Lead Agency responsible for the day-to-day administration and coordination of community transportation activities in Region 8.
  • Oversee the development of the Coordinated Public Transit/Human Services Transportation Plan for the RCC region.
  • Provide feedback and reports to the State Coordinating Council for Community Transportation (SCC) relative to the policies that the RCC has established and programs implemented; and participate in statewide coordination efforts including the development of the State Coordination Plan for Community Transportation.
  • Periodically measure and assess the effectiveness of the program with appropriately determined indicators and consider means by which to continue to improve the program.

In addition to actual service delivery options, the focus of the RCC’s mission may encompass, but not be limited to, transportation planning and resource development as well as administrative functions.

About Southern New Hampshire Planning Commission (SNHPC)

The Southern New Hampshire Planning Commission (SNHPC) serves as the Southern New Hampshire Regional Coordinating Council for Community Transportation (Region 8 RCC) and is the direct supervisor of the Regional Mobility Manager. As lead agency, SNHPC is responsible for hosting and participating in the bi-monthly RCC meetings, participating in the monthly SCC meetings, administering FTA 5310 contacts and funds, and ensuring compliance and performance of all subcontractors. SNHPC hosts the RCC meetings at their location, 438 Dubuque Street, Manchester, NH, 03102.

2024 Weare Transportation Needs Survey

Through a collaboration between the Region 8 RCC, Southern NH Planning Commission, Hand in Hand Senior Center, and the Town of Weare, a transportation needs survey was developed to give Weare residents the opportunity to voice their experiences regarding transportation. This survey was created after both Ben and staff of the Hand in Hand Senior Center faced multiple challenges trying to assist residents in finding rides. The survey ran from the end of February to the beginning of May. Click here to view the survey results!

The Region 8 RCC works to improve the capacity and accessibility of community transportation across the Greater Manchester-Derry-Salem area. Whether if you work in transportation, human services, have issues finding transportation or work with individuals who struggle with transportation, the RCC invites you to the table. All meetings are open to the public.

Who Is in the RCC?

Right now, the Region 8 RCC consists of community transportation providers, municipal staff, human service organizations, regional planning staff, and citizens of the region. However, anyone who has a stake in transportation is always welcome to the table.

Why Should I Talk to My Mobility Manager?

If you ever struggle with finding transportation, your mobility manager is a great resource to help connect you with the right services. However, there’s also more to a mobility manager than finding you a ride. Whether if it’s participating in an outreach event, developing resources for your community, or building partnerships, talking to your mobility manager is a great first step towards addressing your transportation needs.

Who Is My Mobility Manager?

The mobility manager for Region 8 (Greater Manchester-Derry-Salem) is Ben Herbert. You can contact him at bherbert@snhpc.org, or 603.669.4664.

Ben Herbert began his role as region 8’s mobility manager inben 3 August 2022. Coming from a planning background, his main topics of interest include transit-oriented development, public transportation, urban design, clean energy infrastructure, affordable housing, and landscape architecture. Born and raised in southeastern Pennsylvania, Ben moved to New Hampshire in 2018 to earn a bachelor’s degree in Community and Environmental Planning at UNH. He spent a year and a half at the Southern New Hampshire Planning Commission working as a Planning Intern and Assistant Planner, before becoming Regional Mobility Manager. In his free time, Ben enjoys hiking, collecting records, and playing bass guitar.
