This plan, developed by RLS Associates, built upon the success of the 2006, the New Hampshire Statewide Community Services Transportation Plan developed by Nelson/Nygaard Consulting Associates for the NH Governor’s Community Transportation Task Force in response to the NH Governor’s Commission on Disabilities request to move forward with creating a regional model of coordinated transportation. This model began as a recommendation from a 1995 study by the NH Office of Energy and Planning, and coincided with the 2004 Federal Executive Order which called for improved coordination of Federal transportation funding sources (CCAM). This 2016 plan was then used by the NH State Coordinating Council for Community Transportation to develop its 2022 NH Statewide Mobility Management Network: A Blueprint for Implementation.
